I think it is if you know exactly where to look and Venus is near its maximum eastern or western elongation when it is farthest from the Sun. You might need a telescope with a filter to reduce at least a little of the glare from the Sun and the bright sky, but I think it is doable. In fact, I recall reading an article by an amateur astronomer who regularly sets up his telescope in an urban environment and gives the public a view of the bright planets! I think he works out of Baltimore, Maryland or San Francisco California.
