Not at all. In the double rainbow phenomenon, which is not that rare, the inner 'primary' rainbow is the brightest and forms first, followed by a 'secondary' rainbow located above it. The reversed ordering of the colors is however unusual. In 1947, such a phenomenon over Urbana, Illinois, was mentioned in the journal Science vol. 106, page 225, with the primary and secondary bows separated by a very dark region of sky, and with the sequence of colors reversed.
