Do the perihelion and aphelion times for the Earth correspond to the solstice dates?

No they do not. Perihelion ( Earth's closest orbital point to the Sun) occurs sometime during the first week in January, aphelion ( the farthest point) occurs during the first week in July. You have to consult an ephemeris of the Earth's orbit to get the exact dates for a given year.
