If you observe an atom slow down and stop outside an event horizon, doesn't that violate Heisenberg's Uncertainty Principle?

No, because in the proper frame of the atom, it is still operating under the laws of quantum mechanics. It is only in the local frame of an object that physical laws are invariant. If you as an observer are located in some other goofy frame of reference, that is irrelevant.
