If the solar wind can't rearrange the dust on the Moon, why does it blast dust from comets?

The gravitational field of the Moon provides LOTS of resistance for matter to waft away at a few meters per second as it does in cometary tails. That's why the Moon isn't shedding a plume of dust in space behind it.
