Well...lets think of another situation. On a completely overcast day, you cannot even see the disk of the Sun at all and clearly under these conditions the optical image of the Sun in any optical wavelength would be wiped out completely. H-alpha light produced at 6562 Angstroms is still in the optical spectral range and is therefore still affected by terrestrial clouds.
