Frankly, no one knows. I have never seen any calculations that attempt to predict what the victim would actually see. Instead, the black hole solutions that come from general relativity usually identify different regions of space-time only in terms of their geometric properties. There must be enormous optical distortions that would make the scene look like something out of a carnival 'Fun House', and the radiation, depending on its source, would have various amounts of redshift or blueshift. Beyond that, I cannot even begin to speculate!
