This is the acronym for NASA's Microwave Observing Program which is what Congress sees on the NASA budget, and which does not have terms like 'Extraterrestrial' in it...which is a rather provocative term. So far as I know, the MOP was never actually funded, or was canceled the year after it got money as a 'new start'. You should visit one of the SETI sites to double check the status of this program today. You should also consider helping out at SETI@Home.
