To convert to Pacific Standard Time, you are 8 hours earlier than UT, so at +35 degrees latitude, moonrise is at 10:23 PST for example. This assumes you have a 'standard' horizon. If you have a mountaneous eastern horizon, your moonrise time will be a bit later.
