What is the Sagnac Effect?

According to information at a web site I found, it is a phase shift in an electron beam that passes through an interferometer as it is rotated. As described, it is,
"..a geometric phase shift caused by the global anholonomy of the local phase factor produced by the gauge field induced by rotation"

I leave it as an exercise to you to figure out what that means!
