No. The tidal effects of planets are completely overwhelmed by the influence of the Sun and Moon upon the Earth's crust. These two bodies DO produce tides in the solid Earth, and one would expect that there would be some correlation between earthquakes and the Sun-Moon tidal forces, but no such correlation has ever been conclusively identified in the 10s of thousands of earthquake incidents gathered each year.
