What was the bright object seen by astronomers in the sky in the summer of 1996 that lasted only a fraction of a second?

I have no idea what this could have been. There are 'gammma ray bursts' that flare up every day and can last from hundredths of a second to several minutes. Perhaps this is what the story was all about.
