Why do the sunrise and sunset times change at different rates during the December equinox?

December 21 is not an 'equinox' but a 'solstice'. As for the rate of change of the sunset and sunrise times, these are determined by the velocity of the Earth around the Sun which is changing very rapidly during this time of the year as the Earth passes through its perihelion position.
