Why does the first day of summer arrive on December 1 and not December 21 in the southern hemisphere?

Whaaaaat?

The Sun arrives at the December Solstice exactly on December 21 at 14:06:56 U.T. This DEFINES the astronomical start of winter in the northern hemisphere, and summer in the southern hemisphere.
