On October 23, 1998 it will be in opposition to the Earth at its nearest distance of 8.29343 Astronomical Units. It will be at a magnitude of +0.2 making it a spectacular, bright star. As for it's location, I cannot verify it will be in Libra, but it is an easy calculation to do.
