How do the best modern spy satellites compare with the Hubble Space Telescope?

Probably at least as good, if not better. Although the Hubble was launched by the civilian space agency with much public fanfare as the largest 4-meter class telescope in the civilian program, the military space budget is considerably greater and hidden from view. The launch of an orbiting 4-meter optical telescope is not technically difficult, nor is the design of a 4- meter telescope used for photographic surveys. It is hard for me to believe that the US or Russian/Soviet space programs do not have telescopes of at least this aperture in orbit. In fact, the crucial importance of orbital espionage during the Cold War would have demanded this capability.
