In which direction is the Earth's axis tilted by 23.5 degrees?

Relative to what? If you were looking down at the solar system from the North Ecliptic Pole, you would see the axis tilted 23.5 degrees, but as the Earth orbits the Sun, it would always point in the same direction towards Polaris ( more or less). The terms clock wise and counter clockwise don't apply to where this direction is, nor do the usual cardinal points of the compass.
