Has anyone ever proposed a metric system based on light travel time?

Not really. Except the old familiar 'light year' there are no compelling reasons to choose a light travel time over a centimeter or kilometer which is a scale that makes far more intuitive sense to the average scientist. There are some situations, such as interplanetary radio communication, where light seconds, light minutes and light hours make sense because they indicate in real terms the communication delays between the Moon and planets.
