Yes, but it is not cheap to do so. Look in earlier issues of Sky and Telescope for a series of articles on how to build a radio telescope that you can actually use to map the emission from the sky. You can also build inexpensive receivers that detect solar storms and 'sferics' at low frequencies, but these are observations of the Earth's radio noise, not actually radio astronomy.
