Why was the 1986 apparition of halley's Comet so disappointing?

A variety of factors as I recall. It was too far away from the Earth when it reached its maximum tail brightness; and I believe it was unusually dusty. Also, there was a LOT more light pollution of the sky so that its faint details didn't stand much of a chance against bright city lights reflected from low-lying clouds. I think the biggest factor was its unfavorably large distance from the Earth during its perihelion passage.
