It shouldn't !!!
The Full Moon should always rise after the Sun sets, and continue to get higher in the sky as night progresses. If it doesn't, then that means the Earth has suddenly started to spin backwards, or the Moon has switched direction in its orbit. These are less likely than errors in human perception.
