There was exactly 1 ( ONE) Blue Moon in 1996. It happened on June 30 or on July 1 because of the time zones. For people living in North America and westwards, the second Full Moon of the month happened on June 30 so that June was the month of the Blue Moon. For inhabitants of England and eastwards, the second Full Moon that North Americans are seeing in June, is actually the first Full Moon of July, so that they will see a second Full Moon in July, NOT JUNE! This second Full Moon in July seen as the Blue Moon for England and points east on the globe, will be seen by North Americans and people west of the United States, as the first Full Moon in August, NOT a Blue Moon.
It all has to do with the fact that the time when a Full Moon or other lunar phase happens, is not exactly the same time for everyone on the Earth when you convert the fixed 'sidereal time' into a local time and date. The June 30/July 1 Full Moon happened at 3AM Universal Time, which for England is the same as civil time, but for people living in other time zones, you have to subtract or add hours, and this can carry you into another calendar date as it did for inhabitants of North America.
