Is Uranus and Neptune visible just below the Full Moon on July 29, 1996?

They sure are, although the best date will be July 30th. Uranus will be at magnitude +5.7, Neptune will be at +7.9. They will be about 4-5 degrees south of the Moon in a roughly triangular aspect.
