If mass increases with speed, can a particle become a black hole by traveling fast enough?

An interesting idea, but the answer is no. A black hole is a condition that is a permanent feature of space-time. If you were riding with the matter, from your relativistic perspective, it would look like an ordinary piece of matter and not have an event horizon. The presence of an event horizon to ALL observers is the key factor that distinguishes a black hole from other physical phenomena.
