The phases are caused by the fact that we see the nigh time side of Venus itself as it is turned towards the Earth in varying degrees along its orbit. We see an almost fully illuminated Venus when it is nearest the Sun as seen from our sky. When Venus is nearest the Earth in its orbit, we see Venus as a thin crescent.
