Which colleges have good astronomy programs for under $10,000 per year?

This is a hard question for me to answer. With the exception of outstanding institutions such as the University of California ( Berkeley, UCLA, Santa Barbara), you quickly find yourself in one of the second or third-rank institutions for getting the proper undergraduate education. State colleges are always less expensive than private colleges ( Ivy league etc). Good places to consider are:

University of California
University of Arizona
University of Chicago
University of Delaware
City University of New York
Ohio State University
Rice University
San Francisco State University
University of Texas at Austin
Washington State University
but these are just educated guesses. I do not know what their tuitions are. I imagine student loans would help somewhat.
